Howrey is a Senior Counsel in the firm's Regulatory & Government Advisory Practice.
Howrey advises public and private sector clients on a wide range of regulatory, compliance, and commercial matters, including the interpretation and development of legislative frameworks across various sectors. His practice includes advising on tax matters, international treaties, and regulatory issues relating to trade and commercial laws. He has significant experience drafting legislation, including federal laws and ministerial decisions, for government clients in both Arabic and English. His work further includes drafting a variety of commercial instruments, such as contracts, settlement agreements, service agreements, and security documents, as well as advising clients across various sectors, including energy (oil and gas) and financial services, on regulatory compliance.
In addition to his advisory work, Howrey has represented clients in high-value and complex litigation, including Islamic and conventional banking disputes, bankruptcy matters, local and cross-border enforcement proceedings.
Before joining Hadef & Partners, Howrey was part of a magic circle law firm in the UK, where he advised on corporate law, commercial transactions, cross-border disputes, compliance, tax and regulatory investigations.
Howrey is admitted as a solicitor of the Senior Courts of England and Wales. He holds a Bachelor of Laws (LLB Honours) and Legal Practice Course (LPC) from the University of Huddersfield, and an LLM in Legal and Political Philosophy from the University of York. He is fluent in Arabic and English.
